Does anyone know what era it was that women started dressing in girly attire, such as Cardigans, ruffles etc.?

Im in the final analysis interested in the Girly and Preppy attire, such as Headbands, Ruffles, Cardigans etc.

Well they had ruffles in the Victorian Era, and before that too. Autochthonous Americans had headbands way before America was discovered.
